About Us

Graeme Blissett (Registered Building Inspector – NZIBI, IP402 Qualified Asbestos Surveyor, NZQA Methamphetamine Tester and Internachi Covid-19 Qualified Home Inspector) is the sole director of Building Surveying Services (BOP) Limited. Graeme is the current president of NZIBI and often travels the length of New Zealand training inspectors and assessing new members. Graeme has recently purchased the business after both he and Frans Boucken (Registered Building Surveyor – NZIBS) had run it together for the past 17 years. Frans Boucken started the business in June 2000 and Graeme joined him in April 2003. Frans still continues to work in the business.

Stephen Wright (Registered Building Inspector – NZIBI, IP402 Qualified Asbestos Surveyor, NZQA Methamphetamine Tester and Internachi Covid-19 Qualified Home Inspector) and Rob Johnston (Registered Building Inspector – NZIBI, NZQA Methamphetamine Tester and Internachi Covid-19 Qualified Home Inspector) have been working for Building Surveying Services (BOP) Limited for several years. 

Craig Stone (Registered Building Inspector, Internachi Covid-19 Qualified Home Inspector) joined Building Surveying Services (BOP) in September 2020 and Darren Carter (IP402 Qualified Asbestos Surveyor, Charted Building Surveyor, Licensed Asbestos Assessor) joined shortly after in January 2021.

Together they have over 160 years of combined experience within the building industry in four countries and have performed over 22 000 inspections since June 2000. Building Surveying Services (BOP) Limited is a NZ owned and operated company and is not a franchise company.  

All Building Surveying Services (BOP) Limited inspectors have been fully trained under NZ Institute of Building Inspectors and the NZ Institute of Building Surveyors and received ongoing training as the industry changes. Our extensive knowledge of all building matters means that between us we can solve any situation that arises and offer the best advice to our clients so that they can make well informed decisions regarding properties throughout the Bay Of Plenty – whether they’re selling or buying.

Graeme Blissett is the sole director of Building Surveying Services (BOP) Limited. With a life of building experience behind him he has been involved within the building industry for 37 years having left school and then completed his apprenticeship as a Carpenter and Joiner in Sydney, Australia. Graeme was the New South Wales Apprentice of the year during his third year of his apprenticeship in 1986. He then continued on to become a qualified Clerk Of Works completing this qualification for three nights a week over a three year period while still working 5 days a week.

Graeme left Australia to work in the building industry in the UK for 6 years. It was during this time he put his Clerk Of Works knowledge to the test and ran a large scale building refurbishment in central London for 4 of the 6 years. Since arriving in New Zealand in 1997 he started working as a builder and then quickly took up an opportunity to be a Construction Manager with one of Tauranga’s leading home building companies. After 3 years he left this role to join Frans at Building Surveying Services (BOP) Limited.  

Graeme has completed many weathertightness courses, BRANZ courses, NZIBS courses, NZQA Methamphetamine courses, Asbestos surveying courses and has an excellent general all round knowledge of the building industry. Lately Graeme has been handling numerous dispute cases and this has held him in great steed as being an expert witness in court, an area that he thrives in

Frans Boucken is one of approximately 160 Registered Building Surveyors within New Zealand and a member of the NZ Institute of Building Surveyors. Considerable knowledge has instilled a thorough understanding of building and construction methods and building materials. He began in Belgium at the Trade School of Carpentry and Construction, before working from the ground up as a carpenter to a supervisor in high rise construction, building foreman, company director, assessor to the Master Builders Federation – eventually establishing in June 2000 a private practice in Tauranga as a Registered Building Surveyor

Stephen Wright has been involved within the building industry for the last 32 years, entering the industry from a managerial role in agriculture. With experience in both commercial and residential construction this has provided hm with broad knowledge and experience across the building industry.

Stephen has been working with Building Surveying Services (BOP) Limited for the last 11 years conducting pre-purchase and pre-sale building inspections on both residential and commercial property. Stephen is a Registered Building Inspector with NZIBI, is an IP 402 Qualified Asbestos Surveyor, a NZQA Qualified Methamphetamine tester and has completed several of the NZIBS weathertightness modules. This has given Stephen the confidence and experience required to complete any inspection on a property and he is an asset to Building Surveying Services (BOP) Limited.

Rob Johnston has over 30 years’ experience in the construction industry including supervisory roles in both commercial and residential projects. This has provided hm with broad knowledge and experience across the building industry.  
Rob has been working for Building Surveying Services (BOP) Limited for the past 3 years and is a current License Building Practitioner (LBP), NZQA Methamphetamine Sampling Technician and a Registered member of the New Zealand Institute of Building Inspectors. This has given Rob the confidence and experience required to complete any inspection on a property and he is an asset to Building Surveying Services (BOP) Limited.

Darren Carter has done project management through the design, consent and tendering phases of several large-scale multi-unit apartment remediation projects.
